Polo delle Scienze Giuridiche Internazionalistiche e delle Nuove Tecnologie

The fundamental objective of the Polo delle scienze giuridiche Internazionalistiche e delle Nuove Tecnologie – Laboratory established within the framework of the Department of Economics and Law of the University of Cassino and Southern Lazio (hereinafter: “il Polo”) – is that of implementing the research and study activities of International and European Union law, even in the new dimension of cyber law, in the current historical moment in which, more than ever, there is a need for a renewed methodological approach, in the light of the profound changes occurring in the international community as a whole and in the continental context.
Indeed, il Polo responds to the need to investigate the main problems connected with globalization, the new world economic order and the increasingly pressing divisions between States in the face of the birth of new political blocs and diplomatic alignments, without ever neglecting the need to relaunch and strengthen unionist instances at a continental level.
Its operational approach shall never be limited to a static interpretation de iure condito of the classic institutions of public, private and commercial international law, as well as of the law of the European Union, but shall go as far as the elaboration of legislative projects, as well as real codes of conduct, while always ensuring an effective and concrete service to Italian and European citizens and businesses.
Particular attention will also be paid to research and teaching activities aimed at training legal practitioners in the hi-tech dimension, given the growing use of new technologies and the creation of a digital society.
The reference is to the use of block-chain technology, of artificial intelligence (think of the use in predictive justice and in the assessment of the risk of recidivism in the criminal field), to the relevance of cyber security in the civil and military fields, to the problems related to biometrics and mass surveillance and the “metaverse”.
The use of these tools must always take place with respect to fundamental human rights, although, to date, each of the technologies indicates the need for regulation at national, European, and international level from which the important help that il Polo can provide, suggesting innovative legislative and regulatory ideas.
In any case, il Polo will ensure, with regard to the fields of investigation falling within the operational sphere, an adequate post-university training activity, through the organization of advanced training courses and I and II level Masters, to whose students will be given on the one hand the opportunity to participate in international conferences, view online materials and consult textbooks and, on the other hand, to work on the creation of our digital archive, which will include noteworthy work and research dissertations.
The most deserving contributions will then have the opportunity to be published in an online magazine as a scientific dissemination tool connected to il Polo.
The strong presence of renowned academics and well-known professionals in its organization chart testifies to il Polo’s commitment to the mission of field training, considering that partnerships will be activated with important companies, especially in the high-tech sector; all also with a view to an effective job placement.
Finally, jurists and third-party experts will be constantly involved in the organization of training courses and events, conferences, and seminars, in collaboration with international bodies and institutions.
